Created Issue: When using Metro Theme, the selection of LayoutAnchorable causes a jump in the layout [16139]

When moving the focus to a layout element with Metro theme applied, the selection causes a rearrangement of the UI because the selection indicator is added.

This produces a flicker effect that is very annoying (at least for me).
